Covington Government Services (CGS) is a DC-headquartered, CBE-certified professional services firm that staffs and manages peer-based behavioral health and workforce development programs for government agencies and prime contractors.
We sit at the intersection of three converging forces in government contracting: the federal push for peer-delivered mental health and recovery services funded by SAMHSA, the VA, and Medicaid; the reentry and second-chance workforce mandate driven by the First Step Act and state opioid settlements; and the small business set-aside economy that rewards agile, credentialed, community-rooted subcontractors.
Our talent is sourced, trained, and credentialed through our nonprofit partner Dreamers & Achievers. Every individual we staff to a contract has lived experience, professional training, and the certifications agencies require.

Proven delivery — Participants engaged in CGS workshops delivered for DC Behavioral Health and Employment Services.
The DC Department of Behavioral Health contracted Covington Enterprise to pilot their DC Peer Academy Program. This program aimed to heal the community from a top down approach. During this pilot program, we successfully executed 137 deliverables within the proposed time frame by providing technical assistance to 3 nonprofits, organized 12 educational workshops, and marketed 2 mental health conferences featuring the Deputy Mayor and Attorney General.

The program provided entrepreneurship and marketing training to over 80 disadvantaged young adults ages 18-24.

CGS does not source talent from resume databases or staffing pools. We source from a community that knows the work because it has lived the work, and we partner with Dreamers & Achievers to credential and professionalize that community for government contracts.
Our pipeline candidates come from reentry programs, recovery communities, veteran support networks, and workforce development referrals. They move through assessment, pre-training readiness, state-approved training for peer specialist certifications, credentialing, and supervised placement on active CGS engagements.
The result: a workforce that agencies want on their contracts because it understands the populations being served, and a career pathway that changes lives.
